Mandating it is silly, if they want to do it, they may, but I'm not going to force them to have to confront and be verbally abused by an irate player who is angry they are losing a character. It's what the appeals are for in the end.

How about instead of just for PD allow anyone to put a label on Lockers and other storage containers (if they are faction locked+capo perms or LT+ flags), marked with This container has a label reading: [description]

Depends on what it is. I never hold anything against anyone unless they just are assholes. Anyways, I think lockers should have the ability to be labeled just like doors.
