At 65 hours you would have +8 additional points over the standard 30 on char creation, so it's not possible you have 51 points total unless you somehow received extra from a high ranked staff member, which I guess is possible since that character was made in 2021. The system will give you 30 + whatever extra you received, in this case, like you stated, 38. Example: Yes it tapers off but you still earn, just at a slower rate. You can earn until all 3 stats are 30/30
