Thank you for responding and giving the other side of the interaction. If you did see him within the two week limit, then let him rest in peace. I would just like to ask for you to send evidence with a time and date of it to make sure of everything and this appeal can be denied. I would like to add that your comment about suspicion of snitching doesn't add anything to the case if you have no evidence and that isn't the reason for the pk. I can have a suspicion that someone with the same face mugged me before, but I can't really do anything about it or it could be labeled as rdm. You have to make sure it was them maybe with the description, how they talk, clothing, and etc.
