We all know that gun bags are only used to store firearms. Nobody can put multiple guns in them and nobody uses them to carry random items. Because of that I don't think allowing ammunition to be stored alongside the firearm would cause any issues. If anything it would just be a small quality of life improvement My suggestion is simple, allow players to store ammunition inside gun bags along with their firearms cuz why not?

You can make as many arguments as you want, but the server rules are clear. You're not a Detective and as a Patrol Officer you can't respond to situations while wearing a white shirt. Even if you do the rules explicitly state that, because you weren't in the proper uniform your involvement cannot result in a PK

When I initiated the mugging, I was inside the alleyway. There was no way the Rockefeller NPC could've seen me from there. As for your other argument, the guy on the right who came from the Rockefeller side didn't even fire his weapon and even if he had it wouldn't change anything. The witness rule applies to the moment the mugging is initiated meaning the moment I pulled out my gun and told you to "put your hands up and come back" It's impossible for the Rockefeller NPC to have witnessed the mugging being initiated all the way from there. I also don't understand why you keep focusing on this point when the area was a yellow zone to begin with The NPC you're referring to only had a view of the moment I pulled my gun on you. There was no way they could hear what was being said or understand that a mugging was taking place just because you froze in the middle of the street. Logically, they had no way of knowing what was actually happening. The red dot marks you and the other three red dots are us. I was the only person who shot at you I was the only one who initiated the mugging and the entire street was a YELLOW ZONE This screenshot was taken from the 11th second of the clip you provided. It shows that, despite being fully aware of the seriousness of the situation, instead of walking back as instructed, you looked around trying to find an opportunity and assess the situation. If you fail to escape the scamming situation the victim may force you at gunpoint (fear RP) to drop the items stolen, in this instance it is not considered a mugging (no PK risk to victim) nor is it power-gaming, failure to comply or attempting to escape and being killed will result in a PK. The first thing you should do when someone scams you is point a gun at them, apply FearRP and demand that they return the item. Chasing someone while holding a gun in safety mode and simply saying "give the item back" does not count as applying FearRP. Because of that i personally believe this PK was invalid

According to the server rules, unless you're a Detective, there are clear rules stating that you cannot respond to incidents while wearing a white shirt, and even if you do, it cannot result in a PK. Lets see what UA says

"it's a handicap" isn't a valid excuse when you're an on duty police officer. You had plenty of time to change into your proper uniform, grab your assigned weapon from the PD locker, and investigate. You already knew i had picked up shell casings and that the body had been burned by somebody else. That alone was enough to pursue a warrant especially if CCTV existed. By that logic any officer could use any weapon they found simply because it was in their possession. That's not how police equipment works. Officers are expected to use department issued weapons, not whatever they happen to have. The biggest issue is that you were on duty without wearing the proper uniform?? If you wanted to participate in the event you could have gone off duty or switched to another character. Instead you tried to do both at once by acting as a police officer while participating in the event without a proper uniform as a Sergeant. You were a Sergeant dressed like an off duty officer while searching for a murder suspect giving callouts and using a police cruiser. If you were a detective it would be different but as a Sergeant that isn't realistic and if I'm not mistaken goes against NYPD standards. From a criminal's perspective, they're looking out for officers in uniform. If your goal was to blend in you could have simply gone off duty or used another character. The only reason the PK happened was because an on duty officer was conducting police activity without being properly dressed. The only impression this gives me is that you wanted to stay on your police character to participate in the event while still benefiting from spawning with police equipment and body armor. That's only my assumption but that's how it comes across
