More Action for the vechiles

To make the server more 90s Mafia-era or whatever (bring more action), this could perhaps bring some innovation to the server.

It could also help a lot for the cops or factions during a chase for not making the chase boring (but the cops should shoot at the wheels though, until the target opens fire at the officer).

Furthermore, for factions, besides being perhaps useful during faction wars or even for chases like said before, it can be a perfect and a quick PK method.

Let me explain:

The boss has given to the enforcers the task of eliminating enemies/traitors etc..., but they're in a distant location. If the target/rat is seen wandering around the city, he can be PKed very quickly, giving to the enforcer the advantage to escape the crime scene or getting shot.

This requires changing the ENTIRE base of EVERY vehicle

This would take literally 100's of hours to implement
