It could also help a lot for the cops or factions during a chase for not making the chase boring (but the cops should shoot at the wheels though, until the target opens fire at the officer). Furthermore, for factions, besides being perhaps useful during faction wars or even for chases like said before, it can be a perfect and a quick PK method. Let me explain: The boss has given to the enforcers the task of eliminating enemies/traitors etc..., but they're in a distant location.
