Hence, the entire apartment block is protected by the fourth amendment. The entire point of the ghetto is, like you said, to be where poor players go to cook and crime the day away. If they haven't joined a faction yet, its a reasonably safe place to engage in crime. But its meant to be a starter location, so its obviously not going to be the most secure. As a rundown and unowned apartment, known specifically for criminal activity, its no wonder the police swing by every so often. Its an easy place to find some dude's stash that he forgot to lock up. The doors can be owned and locked, so its not like its entirely open to police. Someone still has to make a foolish mistake to get caught. Also, "erm sorry officer you cant go here this is a no law zone".

The explicit objective of the police is to make life harder for criminals. They are stronger and have more resources than the criminals because they’re outnumbered, badly, and restricted by various rules. Police interactions are balanced; killing cops for their job undoes the balance. -1

It’s the 90s, so Don’t Ask Don’t Tell. Openly gay members of any faction are open to PKs by that faction, but closeted members cannot be investigated for being gay. This would have a unique and significant effect on the NYPD, but I’m sure other factions could enjoy it too.

-1 Especially to PKing cops. Imagine some random ass officer sees a Capo open carrying or something, and arrests him. Now that entire faction can dome that officer, for doing his job? The responsibility to not get fucked up is on the Capo not committing a crime openly, not on the officer to simply ignore it. Also, not every cop knows who is and isn’t a capo at all times. Meantime, judges and ADAs being incorruptible is 100% necessary. If judges could be bribed with how few there are, nobody would ever go to jail for anything, ever.

If you begin to forensically analyze a body (pressing E) and then it is deleted or otherwise removed, all of your inputs will be disabled. This includes movement and mouse buttons, but not the scroll wheel and esc/console keys. It does, however, seem to carry over to the console even if you leave the server by disabling the backspace key in the console (even on main menu screen), and the menu itself is unreachable behind the console window. All you can do is type quit.
