Individual rooms can be purchased and used with fourth amendment protections. The other apartments, however, are owned as a whole and the individual rooms are then rented or leased. Hence, the entire apartment block is protected by the fourth amendment. Treating the ghetto like its not abandoned and run-down, which it is very obviously meant to be, as though its some bastion of drug making is ridiculous. If you don't wanna get fucked up in the ghetto, just buy the damn door. It's that easy. Two doors, $50 each. Are you chimping out over $100?
  5. The entire point of the ghetto is, like you said, to be where poor players go to cook and crime the day away. If they haven't joined a faction yet, its a reasonably safe place to engage in crime. But its meant to be a starter location, so its obviously not going to be the most secure. As a rundown and unowned apartment, known specifically for criminal activity, its no wonder the police swing by every so often. Its an easy place to find some dude's stash that he forgot to lock up. The doors can be owned and locked, so its not like its entirely open to police. Someone still has to make a foolish mistake to get caught. Also, "erm sorry officer you cant go here this is a no law zone".

  8. The explicit objective of the police is to make life harder for criminals. They are stronger and have more resources than the criminals because they’re outnumbered, badly, and restricted by various rules. Police interactions are balanced; killing cops for their job undoes the balance. -1

  12. It’s the 90s, so Don’t Ask Don’t Tell. Openly gay members of any faction are open to PKs by that faction, but closeted members cannot be investigated for being gay. This would have a unique and significant effect on the NYPD, but I’m sure other factions could enjoy it too.
