+1 this would help prevent poorly trained individuals from accessing a faction as well as those who poorly trained are typically low rank themselves.

-1 does not bring anything creative to the server. Way too many italian factions as is that all just do the same thing as eachother. If there was a twist to their RP might be a different vote but as is, there is not
