Nah all jokes aside I can see if I got banned because they actually caught me cheating in game thats justified to the fullest extent. This. Only way to add proper legal businesses that people will want to get involved in would be if the legal side made an insanely bigger amount of money than Crims. Nobody wants to be a civ and have a business just to be hassled out of their money, that's not fun for anyone. The only way I see something like that happening is if the Crims also "need" the Civs, the main idea of that is to privatize already existing businesses that everyone uses aka a health insurance business for the hospital, restaurants having to outsource their ingredients from a civ business, shipping businesses that bring in whatever conspicuous shipments people order in etc. But that would be quite a big change of pace and a big undertaking for the devs.
