Faster options for PK's if you plan and prepare ahead of time.

Perma Kills, most of us have done them on a criminal char and basically every cop gets one or 2 and displays it in their description alongside the amount of plea deals they've gotten for white shirts trespassing. But PK's are done in a bunch of ways all with differing amount of risk involved. 

I think there should be some extra options to PK people but only if you've put in the time and effort to plan ahead, on the other end, I also think there should be punishments for PKing someone quick and easy just off the streets. 

OPTIONS FOR PLANNING AHEAD 
Something simple like concrete shoe's would be nice, but you can't buy them, it needs to be something you go out and trade for. While it would probably something a bit more niche in practice, it would be the perfect thing for planning ahead as there's no blood, there's no casings and the body basically cleans itself up. 

 

Another option could be placing a sock over your gun, I'm not sure how it could be implemented but it would basically delay when the casings drop to the next time you reload, again this is just kind of a "This would be cool" kinda option. 

PUNISHMENTS FOR THE QUICK AND DIRTY 
First of all, forensics should have more ballistics options, as there is a unique print from the rifling of a gun left on a bullet after it is fired. So forensics should be able to take the bullet out of a body and store the ballistics from that round incase they find the gun later, thus being able to close cold murder cases. 

Next would be if your character is winded (Out of stamina or recovering and unable to run) I think there should be a chance that you drop the casings when you try and pick them up and need to do the whole casings pickup wait again. 

Overall, most PK's are seemingly done just out on the streets (I know there's a bunch that happen behind closed doors that I don't know about but shush) and they OFTEN just fall under cold cases, never to be solved. As of now, there's more ways to get fucked over if you plan ahead rather than just go out and do it, which seems completely backwards.

And before people start saying "This is Mafia RP" I know, but the way things are, it looks more like "Street gang RP."

Quite frankly this entire posts just seems like youre advocating for police to have even more ways to fuck over crim RPers when its already bad enough as it is

Advocating for crim RPers to use their brains instead of just killing people on the streets?

Again, Mafia RP, not Gangster RP 

I'm saying there should be actual balance when killing people, you do it quick and sloppy? Yeah the risk should be WAY higher 

You do it slow and methodical? You should be rewarded with a quick disposal and low risk

I think you're overestimating how calculated mafia hits were historically. It wasn't all planned and theatrical like taking someone to a random pier and giving him a whole speech while dipping his legs into concrete. Middle of the street at the dead of night was the most common M.O and it makes sense, low effort, fast cleanup and easy to plan for. I mean you had hits being done in restaurants, during the day, with all the witnesses you could imagine.

Paul Castellano, the boss of bosses, got assassinated outside a steakhouse at 5PM.
Albert Anastasia, co-founder of Murder Inc. got assassinated in a barbershop at around 10AM.
Carmine Galante, the boss of the Bonanno Crime Family, got assassinated outside a restaurant at 3PM
Joe Gallo, Caporegime of the Colombo Crime Family, got assassinated in a restaurant, celebrating his birthday, at around 4:30AM.

While I agree that more RP options would be cool, I am afraid you sir have gotten lost in the sauce. I get it you would like to be a cool detective guy getting evidence and solving your cases and stuff but the suggestion about storing the ballistics of a PK round as evidence sounds cool but is too much work for the "cold murder cases" that nobody really cares about and the suggestion about failling to pick up the casings just sounds annoying and gimmicky, the time it takes to pick the casings up is already pretty unrealistic, why would an RNG element be introduced that would make it even more unrealistic?

Overall, RP ideas = Good, nerfs just for the sake of nerfs disguised as gimmicks = Bad.

When you talk about risk, you are missing the risk of the actions surrounding a murder, not just the act of killing itself. 

"Slow and methodical" is literally the opposite of "quick and low risk"

When you murder someone on the street, there is a high risk for witnesses, but your chances of being caught in the act are lower because you spend less time committing the murder. Your chances of being caught after the fact are high because you did not plan it out and wanted it to be quick to reduce your risk of being caught when you did it.

If you premeditate a murder and plan to clean up to the point of leaving no trace, the actions disposing of the body, wiping fingerprints, and cleaning bloodstains are when your chances of being caught in the act increase because you are spending more time committing the crime. Cleaning up after a murder should not be easy because your "reward" for doing a good job is an extremely low chance of ever being caught. 

You are right, this is MafiaRP. The server is what the players make it. Why would a mafia hitman waste time planning an elaborate murder and cleanup when they can just pop someone on the street and run off? 
 

The PK system we have now is significantly more involved than what you might find elsewhere. Sure some of the ideas might be fun or interesting, but they are not going to add some missing element to PKs or change the way people do them like you seem to think. We are pretending to be mobsters on a Half Life 2 mod from 2005. Any amount of realism surrounding PKs we have now should be considered a blessing if you look back and see what the alternative is.
