Say your Captain equivalent goes on LOA, For smaller factions trying to grow, they might have only Lieutenant and equivalent or lower online and can be/is disastrous. This feature should be given to allow the passing on PK perms and giving associates hiring permissions. One could argue that this is a skill/faction issue, and I'm open to hearing that.
