Meta is boring, all it is, is just Speed. why not add char skills.

these could be unlocked through finding a pamphlet through sewers or barge or whatever the fuck
and depending on the pamphlet it might give you like, 5% More stamina, or you can Lockpick 5% faster
Maybe even add a Training book for pd that you can kick down doors that only HC can spawn. Could be cool and give corrupt cops a thing to sell for like a absurd amount of money

TLDR: Fallout skills system but in diverge
