Who's the most infamy(ous) shadow don?

Which faction is literally just always a shadow don, in your opinion? 

For me, it was Infamy. That nigga was always just the don of colombo when he was around.

It's either Vincent Gigante or Anthony Salerno. Gigante according to his lawyer and his doctors had an IQ said to be 70-80 with 20+ visits to various psychiatrist facilities with dementia linked to organic brain damage. In 1981, Philip Lombardo was said to be in poor health, so he named Vincent "The Chin" Gigante as the 'boss' and Anthony "Fat Tony" Salerno as the 'front boss' and underboss to confuse law enforcement. Leading to 1985 mafia trials where Salerno was sentenced to 100 years. Media portrayed him a the defacto boss of the Genovese Crime Family at the time.

In 1990 Gigante was indicted under murder and racketeering charges and famously attend court in his pajamas or his bathrobes and argued the insanity approach. He was convicted still, he was routinely given up as part of investigations as the boss, by even his own family. Rival families gave up his name as an open secret that he was infact the boss and Anthony was the 'front boss' he was even rumored to be given the 'capo di tutti capi' the "Boss of All Bosses" told by other mafioso's after he was incarcerated.

He was said to rule through 'committee-style leadership' with many of his decisions and leadership of Genovese Family ruled by a 'panel' of made men, who continued to do so after his conviction, with his direct input being vague in both cases. Leading to either Gigante through is mental incompetency or Salerno for taking a 100 year conviction for being don, as being the most infamous shadow dons.
