Hey guys, quick update. We've been listening to community feedback surrounding muggings these past few weeks, and in an attempt to reduce the amount of muggings we've removed all custom clothes from your inventories. This will deter criminals, because there's nothing to be gained.

PART ONE, Racket Perms. Revamped rebel posted something similar in his recent suggestion but I think it needs fleshed out and a place to be discussed separate to the conversations about RICO/FBI. For a long time people have racket abused and used gun rackets against faction rules for a variety of reasons. Sometimes it's just for money and sometimes it's so that they can have easy access to guns for mugging. And while I believe the char play time restrictions help, I don't feel they are enough in some cases. Especially considering there is no way to track who ordered what by "asking the vendors" (viewing an IC shipment log), which could then be acted upon if faction rules were broken. Both the IC issue of ordering against factions rules (which makes no sense ICly for the vendor to go along with), and the OOC issue of racket abuse can be solved by giving factions the ability to control who can order what. This could be the faction only giving the perms to someone after a certain time period, or it could be based on ranks. Either way I see multiple major reasons factions should have control over this: TRUST; Trust is a massive thing within criminal organisations across the world. It only makes sense that a massive organisation would refrain from immediately allowing their newest members to have access to their arms/drug trafficking network, or at least the full extent of it. RACKET ABUSE; With the last set of racket changes, we had been seeing characters join into factions to gain access to the more sought after guns. While yes this is handled by staff, having this system in place would allow FLs to decide to stop ANYONE from ordering a gun they did not want to be ordered without their blessing. This would completely eliminate racket abuse. ROLEPLAY; Having less people who act erratically armed after just a week or so on the server would improve roleplay. Additionally if an associate had gotten his only couple of guns because he was given them by someone who trusted him, then he would be more hesitant to cause a gun fight and more likely to continue the confrontation with words or with melee weapons. It would also make being armed more of a status symbol. People would know you were either trusted by your organisation or had been around for long enough to get a gun on your own. This would all push for more melee brawls without completely reducing the amount of guns in the economy. I know a lot of people on here enjoy melee fights and that includes me. If there is RP involved I will choose to exclusively use melee against someone who is unarmed/only has melee. It would require a new UI that I will discuss in part 2 below. The ability to give permissions could be granted as a new flag that the FL could give (HC perms in the example image) or as a new addition to the already existing capo flag (pk perms). From an RP perspective I fully believe it makes sense, It's the equivalent of talking to your supplier/smuggler and giving instructions of who to provide product and receive payment from. People would be given perms to order specific weapons/drugs/attachments via one or a mix of these: 1- A full list of names, charIDs or preferably both that includes everyone who has been whitelisted. I believe this information is completely reasonable to be provided by the UI. 2- The list only shows the names of people that the person using the command has the F3 of. PART TWO, Faction Management System This is the main part of the suggestion and would be where the racket permissions are controlled, however it would also have additional faction management options. Things like unwhitelisting people, managing recruit/capo perms and the additional idea of managing access to faction WLed cars through it. Again the idea is that the FL could give perms to access the UI so that their HC/MC could give people more permissions/access as they climb the ranks. The UI for all of this would likely be based on the bank user management UI, however it'd be best if permission changes were saved upon closing the menu rather than it auto-closing after every change (as the bank one does). Most of this could stay the same aside from obviously changing what the permissions are. A secondary dropdown would be good for either giving permission for each individual weapon or for each type of weapon; pistol, shotgun, smg, rifle, class 4 Ultimately the form this is implemented in doesn't matter. It's just something that would allow faction leaders to have genuine control over their hard earner rackets.

ok that would be so gay, heres the reasons 1. Rico can never be "extremely difficult", that's the entire point. It blew through factions. PKing Officers, I could see why you say that. Pking the DAs??? No. You know why? Because theres not enough fucking DAs. If they get pked, then the entire fucking system goes down. As for detectives, there should be a standard that if you do *excessive* stuff to a faction like blatantly threaten them, and harass them, they should be able to kill you. It's hard enough dealing with people who are obviously pro criminal because everyone has a crim main. We keep them uncorruptable because its the best, most viable option. What is your favorite moment on Diverge so far?: Back in February there was an event where the State Senate Candidate Cliff Connally came out to speak in the parking lot of the pd with a large crowd of police protecting him, at this time I didn't know what it was about but I saw everyone running to go and see him speak and hear what he had to say on the current situations surrounding government employees, I waited for him to come out and was in the crowd of people. As he came out and started speaking everyone was shouting at him completely going against him when all a sudden I heard " I hope you die, I hope you die of a heart attack" and boom he got shot in the head. I thought that was so funny because it instantly erupted into chaos and everyone was screaming where the shooter was, To me that was one of the key moments that got me hooked to diverges rp aspect and the community surrounding it. What do you do?: I would attempt to gain a clip of them abusing, or just any wrongdoing in general that would result in a staff report. How do you proceed knowing this? Does it constitute possible bias?:I would continue with the sit as any other and request clips and also viewing the logs to confirm the truth to my full capability. We've moved backwards as a server. I think it's time we demote all female staff, and wipe all female playermodels that are immodestly dressed. In taking away the ladder behind little italy, the only way to *get onto the rooftops* is now this: \ This provides access to the railway, which you can use to get onto a number of public rooftops, that the police utilize for surveillance. Right now, cops are unable to do that. Because this is a fire escape. If they go on the rooftops, they've implicitly broken the law. NOW, the EASIEST way to fix this is to just have the DOP designate this as public usage. Very simple, a small memo, legally protects officers, reboots a HUGE portion of cop RP (sitting on rooftops, spying.) it didn't go well. My suggestion is simple Either: 1. Add a new ladder, public use 2. Have the DOP make the ruling. BRING BACK DETECTIVE ROOFTOP RP!

Hey Ryoma, You were told at least twice (by me personally) that you were not an employee of the Garrison until you obtain the proper credentials. (despite the mistake your recruiter made) Potentially costing our organization money as well as our properties. You then took this a step further bringing heat to our store by stabbing an on duty officer in The Garrison while "working security", when confronted again that you do not work there you became argumentative with HC before storming off mid conversation. (thankfully to the store you did work for) When addressed with other command it was found that you had not made a substantial impact, so it was easier to nip this in the bud.

Despite my short amount of time on the community I have found a deep interest and connection to the community which has further fueled my personal interest of being something bigger on the community and helping out the player base. Often times I have found because of my timezone (EU) there are individuals breaking the server rules and I cannot help despite how much I would like to which is why I am making this application. From there I would question him on why he RDM'd me and depending on his response I may give him a verbal warning or a note. If he were to be disrespectful I would give him a note. If he were to be respectful and if I were to believe that he was a newer member of the community I would give him a verbal warning and return him. Regardless in both situations the infasis would be on what he did wrong and I would explain that to him thorougly in both situations. In the case that I am in an active roleplay situation and I would believe it to be inappropriate to switch to my staff character after the RDM I would get the individuals Steam ID through the logs and request another member of staff to take him to a sit room and talk to him and I would also provide a clip. You have seen a fellow staff member of higher or equal rank than you abusing fairly often, but never doing anything too noticeable. What do you do?: If the abuse were to be malicious towards the community I would document the abuse and reach out to a member of Upper Administration regarding the situation. Even if the abuse was not neccessarily malicious towards the community I would still document it and reach out to Upper Administration and see if it is something that needs to be dealt with. A member of your faction / friend of yours has a ticket made against them accusing them of RDM’ing, and minging. You know that this person rarely does this when you play with him. How do you proceed knowing this? Does it constitute possible bias?: If I were to take the ticket not knowing that it was my friend or a member of my faction I would take to both players about the situation and bring in a second opinion through communicating to other members of staff in the staff chat. From there I and the other member of staff can deliberate on a fair and unbiased conclusion of the situation. If I noticed that it was a friend of mine and or a member of my faction I would not get involved and wait for the ticket to be taken or accepted by another member of staff. The reason for this is if I were to take the ticket it could be seen as biased if I side with the person in my faction or my friend.

+1 PKs get denied because an associate hasn't touched drugs yet so they have no information about the other side of business, so it would make sense if they have no ic knowledge they wouldn’t have access to the racket either. If they still wanted to go behind HC and do things they aren’t ready for they still have access to rumour for buying drugs as well as growing weed which makes more sense that theyd have to go through shittier and more dangerous ways until they are given permission to unlock the actual racket. Doesn’t make sense if your char is under the gaze of i just work at a restaurant for them to be able to buy class 3s and bricks of heroin. Also makes getting that promotion a little more interesting as there is a visual difference to what you can purchase.

Not true that I mug everyone that I see but nvm, so why I left the faction and started doing weed,oil,mugging is because I wanted to join on my main as I've said before. I left on 28th November, last time I tried to join the Supreme on my main it was on the day I got banned I couldn't? It's been more than 7 days but still nothing you can check that I opened tickets about this. Imma go ahead and blow your mind, brace yourself. While most Mafias historically avoided killing cops, it was a common occurrence both in NY and in Italy. While a cop in-game shouldn't be killed willy nilly, some actions should 100% be PKable. Cops right now walk and act like they are hot shit because there's no repercussions and that's what they can get away with. Basic example: In reality cops and detectives had to move a certain way, they knew that if they overstepped their ass was on the line which is not a thing on the server.

Rare skucci L honestly, I don't see how any of that could be moderated in a fair way, it even could get abused pretty easily. A big faction can just say "Hey let's all go make new characters and get hired in this faction that we hate, that way they get a cooldown on their hiring". The main problem of the server for recruitment and new players right now is that the main driving force of the economy is the grind, and that's completely antithetical to the RP. Most people want to make money and have that nice car or that nice suit etc. but you can't get that through RPing. There's always this element of "grinding for the don" that is currently necessary and that won't sit well with alot of new players. When you see "MafiaRP" in the server list you expect to get on and join a Mafia, making money through trafficking substances, weapons, extorsion, robberies etc. What you actually get when you join the server is a job at a restaurant that you have to take seriously for at least a day or two hoping that this restaurant is owned by the Mafia(a new player wouldn't know that most restaurants/stores are fronts) and that someone will recognize you and clue you into what's happening. Most people just lose interest at that point.

Many thanks for your feedback. I completely understand your concern in regards to my playtime. I’m very committed to getting time in whilst simultaneously grasping a good understanding of how the community runs. At the same time I do believe that if you have a clear understanding of how the communities rules are and how to enforce them, then the playtime is a little less important especially if staff are needed in a specific timezone, and don't get me wrong I totally understand the importance of knowing ones community. Thank you for your comment in regards to my temperament I appreciate that. Nonetheless I will continue to improve my playtime on this community regardless if I get accepted or not.

I like the idea of RICO in theory but as others have stated, I don't think it really works in practice. The only way I can really see it working, without it being massively OP would be to have FBI (or just a branch of the PD) that are for creating task forces which attempt to get IC information to establish the hierarchy of the mob they're tasked to, so that the information can be used in court cases. Implementing an entire RICO system would kill the mafia RP. Do agree that factions have gotten really safe in terms of big crackdowns from PD. When I was running my faction, I always played in a 'actions have consequences' and would often RP that the police could wipe out the whole faction, even if they realistically couldn't. TLDR: More factions and PD need to RP.
