He dragged the individual to the PD lobby to release him and after uncuffing him, the individual somehow had access to police equipment. It's optional, a staff member is a volunteer who is trying to help process the day to day. Mandating it is silly, if they want to do it, they may, but I'm not going to force them to have to confront and be verbally abused by an irate player who is angry they are losing a character. It's what the appeals are for in the end.
