You were able to be identified within the 30 minute timer, TM had seen you; in the same clothing you had mugged TM in just 2 minutes before you changed. This was backed by the confirmation that you were in fact the perpetrator as they have accurately identified your voice. If you are identified then you are able to be set permanently active to the faction of the person mugged, since this was within the frame to retaliate against a mugger you were PK'D.
