+1 but I've made a thread like this and as far as I know it got completely ignored. 

This is a worldwide server the Don shouldn't be expected to be available at all hours of the day. It makes sense the top 3 can be trusted enough. If they can't they shouldn't be in their spot.

While I’m non-aligned regarding capo permissions, I do think this should be implemented for recruitment permissions. In most factions, associates and senior associates end up handling most of the recruitment, and relying on a single person to grant permissions to multiple people every day is difficult.
