Your reason was VCWP (Violent Confrontation With Police)
The VCWP rule states, "Initiating a shootout or violent confrontation with Police can lead to a PK. Killing or attacking an Officer after initiating a violent confrontation leaves you PK active from officers for about 15 minutes. Generally we want people to not immediately go for the gun when dealing with Police, as a result if you escalate a situation to a shootout and lose you can be punished via PK as your character was killed. This does not apply if it is the Police that fired first or escalated to a shootout."
I'm unsure if you misread the rule, but it doesn't specifically state that a shootout is the only reason; a violent confrontation (in this instance, hitting an officer and a civilian with your car) was a PK'able action. If you had stopped the car to talk and not attempted to drive off, your character would not have died. In the clip I was provided (The same one you provided above), you run the group over, then reverse, and perform what seems like an attempt to flee. Along with this, you even seemed to accelerate before hitting the group.
I understand you may have been lagging, but in the sit, you had no proof or clip of you lagging in the car, only saying you could provide me one of you lagging in the sit itself. I even went as far as pulling the police officer in question (at your request) to see if he'd maybe like to just go ahead with a proper RP scenario (like arresting you or something), but he wasn't interested. I even got a second opinion from @DopeAsRoe.
With the facts provided to me and your lack of proof of lag, I felt comfortable PK'ing your character. I wish you luck in your appeal. Please clip any potential lag that results in a death or RP scenario in the future.
You were also at 126 ping during the sit which... is pretty standard.
