He announces his presence and intentions before he even unlocks the car, and ignores them and drives off. This is breaking fear rp when you directly disobey an order or try to flee while under gunpoint.

Hi, in the clip provided he makes it very clear and very known that you are being mugged, and you decide to get in your car and drive off, resisting his orders at gun point entirely, breaking fear rp, giving him grounds to pk you.

Hi, i deemed the orders given valid as you had the means to pay dues and didnt. I will say in the future the the people who created the PK ticket make sure to include all of your reasons to avoid confusion like this. When you have access to a factions drug racket you are a liability and locked in to your responsibilities (Kickups), and failure to pay them can result in your death.

Hello, orders were given to have you greenlit as you were a liability to the faction (bringing unwanted attention), trying to leave without permission, saying the faction name out loud, and stealing from the guy who gave the orders.

The officer is allowed to check if the people who engaged him and he shot at died after he was hospitalized, not against the rules.

Hello. There is video evidence of you and your co-conspirator shooting and killing the cop, in which you both die very shortly after, which is grounds for a PK. (Your party engaged first, might i add) Im not sure what staff abuse you think happened, but i would be delighted to answer any pertinent questions you may have for me or the over arching staff member who signed off on the PK.

This would only really work if enough of the player base was dedicated to only playing as a cop 99% of the time, as this is a roleplay server, people like to explore their opportunities and have many options, just doesn't bode well to lock crucial progression behind something that can inhibit your other roleplay ventures quite heavily (but i do agree, there is a lot of mid rank officers that don't seem to do much or provide much)
