  1. Section 1 Updates to Alliance and Agreements Alliances are limited to a maximum of 5 factions. (Mega alliances may not team up together, defeats the point of the limit) (This limit includes districts, a district is regarded as an ally, a vassal you own, but an ally nonetheless) This will increase amount of diplomacy Roleplay and prevent the server from splitting into two massive alliances (Boring!) [Added benefit of reducing number of puppet factions] This rule is not followed either enforce the rule more thoroughly or change it back. All this rule created was proxy factions agree or disagree that's how it is currently. Reasons for Conflict: Extortion Extortion or attempted extortion could be a reason to cause conflict. The two factions would have to meet and reach a suitable business agreement to maintain the peace. For example if one group wants to control a certain aspect of storefronts within their territory they may put pressure on another faction for 50% of their profits, and after some escalation and sit down negotiations a deal of 20% in exchange for security is made. I've firsthand seen a faction attempt to extort another faction for impeding on their racket which UA denied. Either remove this reason for escalation, rename it to impeding on said faction's business, or allow factions to extort other factions for stepping on their racket without the need for a mutually agreed contract beforehand. In the mafia the bigger group is going to try to tax the smaller mafia for cutting out a piece of their income IE illegal gambling, selling drugs at a certain location, etc. Another thing is the term "within their territory" there is no definition of territory found anywhere in the rules or conflicts. Assuming it refers to the faction's business fronts you could just get around this by doing it right outside their property. Either define territory or change it to business fronts. Section 2: Sit-downs and meetings Not every sit down needs to be logged to UA, while UA is going to hate this change its ridiculous having to record and make a ticket for every sit down that occurs between factions especially internally within alliances. Most sit downs get resolved by the first meeting and making a ticket for every single one is aids and no one does it. To better balance this, sit-downs that require a UA ticket should only occur after the first sit down fails and further negotiation is needed. UA should not mediate sit downs, this is just fail rp. Why would some random guy act as the mediator between two dons of criminal families. I understand the practicality of the rule and how it makes UA's job a lot easier managing conflicts but end of the day there needs to be a separation of staff and rp and when you mix the two it ruins the roleplay. Complete immersion break tldr, if both factions can't agree on a mediator, then there shouldn't be one. I propose that there should be three distinct different types of sit downs that can occur. 1. Internal (factions inside the alliance) 2. External (factions outside of the alliance) and 3. Full Scale (Between whole alliances.) Section 3: New Escalation Tiers Level 1: The first sit-down Provided the transgression is minor and both faction leaders are good at what they do then most conflicts will not escalate past this point. Both factions will have met and discussed the issue and outlined an agreement to resolve the problem. Should they fail to do so they should make a UA ticket and find a mediator. The first sit down must be recorded in order to move to Level 2. Level 2: The simmer (2nd sit-down) The second sit down will occur with an agreed upon mediator to help hash out the facts of the case and both factions will have support tickets open with UA so they may submit any relevant evidence and keep management up to date on the status of the conflict. During the time between the first meeting to the second the two factions may put their business with the opposing faction on pause, halting trades and other events or niceties until the situation is resolved. 95% of conflicts should be resolved by the second sit down unless the issue is so atrocious that proper settlement terms cannot be reached. Level 3: Boiling point (3rd sit-down) A failure of the second meeting is the boiling point and by now bad blood has likely formed, small breakouts of violence are likely to occur, bar fights, obscenities maybe even some road rage or the occasional out of territory mugging. After the third sit-down and no resolution is found the escalation is moved up to Level 4. Level 4: Brothers Spat (4th sit-down) At this level target mugging (on your main characters…) the opposing faction is fair game and barring rivals from your establishments is expected. Loitering or graffiti may also become commonplace but tolerating loitering is also less practiced. Both sides will seek to annoy and harass the other to the dismay of both the police and your suppliers. While this stage of escalation allows you to openly harass the opposing faction it also strains your business, as your suppliers don’t want the extra heat your shipment arrival times and shipment costs increase 25%. Business is impacted. Level 5: Wave of Violence (5th sit-down) At this level the violence is palpable. Shootings of properties and businesses may become commonplace and will not be considered a raid. Shipment arrival times and shipment costs increase by 50% of the original amounts. More attention from police means your suppliers may request cash or certain amounts of drugs / weapons as payment in order to keep operating, failure to meet these payments could see additional vendor penalties apply and possibly have your faction lose access to selling certain drugs. Individuals responsible for the initial cause of the conflict can have hits (PKs) placed against them. (For instance if the conflict stemmed from a certain member target mugging and the offending faction had refused to hand him over. Seek UA approval for these hits.) Level 6: Defcon 2 This level can be reached if more than 5 sit-downs have occurred and failed. At this level you are basically a few days if not less from hitting the mattresses, your suppliers disappear seeking to wait the impending conflict out. At this level you may firebomb the rival properties to put them out of commission and cause significant financial harm as well as openly target one member of their high command for a PK hit. Level 7: War Level 7 is war. You know how war goes. Your factions are fully blocked from selling drugs to any NPC as the sellers aim to not choose sides. War lasts until one side falters or until an agreed win condition must be met. UA has final say if war is approved or not and can end it at any time. The things I changed - Every escalation level represents a sit down up until 5. Both factions have 5 chances to resolve the conflict before it escalates to violence. - Removed the Level 0, needing approval from UA for every instance of conflict resolution is a waste of time, 99% of conflicts are resolved are resolved by the first sit down and you should not need UA involvement until it moves up a level where an initial resolution could not be found. Section 4: Taxation/Compensation Changes Remove the max escalation level for all of the offenses. Any and all offenses can move towards conflict if neither side eventually comes to a resolution. Bad blood simply doesn't stop because the conflict has a max escalation tier. This just makes the escalation system put an absolute stop on the possibility of real conflict, if both sides can't agree on a resolution, then conflict is inevitable not based on what max escalation level the offense was. The tax amounts should stay and are a good reference for how much you should tax someone for an offense.

I have done all that I can as faction leadership and believe the best way for me to contribute to the server is by contributing to the staff team by ensuring that players are having a good experience. And I saw an announcement about staff and thought why not. Why should you be considered over other candidates?: * My time and experience on the server set me apart from other canditates. I also have quite a bit of free time on my hands to dedicate to staffing and play varied hours (as early as 6am to as late as 2-3 am depending on how bad my sleep schedule is). Does it constitute possible bias?: If other staff are online allow them to take the ticket first, if none are review the evidence and if needed ask for guidance from a higher ranking staff member, obviously taking a ticket against someone you interact with on a regular basis can constitute bias but if done right all parties can feel like justice has been served.

What is your motivation/reason for applying?: * I was a staff member a few months ago but had to take an unfortunate LOA which led to me getting removed from staff for inactivity. I'm just now getting back to the server as of yesterday and have the free time to play Gmod. Staffing on this server was probably the most fun part in my opinion just because of how many people you meet and it can really test your patience. I always find myself coming back to this server, the community reels you back in. The Community might be absolutely infuriating at times but it has more ups than downs. Why should you be considered over other candidates?: * I think I should be considered over other applicants because I have already been staff on here. Although it may have been a short period due to IRL circumstances with time I still made an effort to hop on before I was told I was allowed to put a LOA. On my short time as staff I saw almost every scenario unfold and proved I was able to make the right decisions. I also have an UNHOLY amount of playtime on the server, which has led me to see countless scenarios play out and unfortunately be in scenarios myself when it comes to reports and rule breaking. I showed I was willing to put dedication into the server and wish I was able to stay a member of the staff team. I have sorted out all of my IRL things that led to my inactivity previously and hope to be able to moderate the server again. Do you have any previous staffing experience? I've been around long enough to meet countless people. I've been in nearly every faction that has been in NYC as well as Miami. As for reputation I can't speak on others behalf's, But personally I would say it's alright. Obviously over time of being in the server you will make a handful of friends as well as enemies. I prefer to keep every beef ICly and to one character but some people tend to make a biased if they recognize your voice and dislike your other character. How do you handle this?: Nothing unless the person makes a ticket, Often times when someone is RDM'd I notice it's just two friends messing around or there was more to the story than what I saw. Once they make a ticket investigate the evidence provided and get explanations from both sides. You have seen a fellow staff member of higher or equal rank than you abusing fairly often, but never doing anything too noticeable. What do you do?: If it's something small not affecting anyone or the server itself I would simply tell them we aren't supposed to be doing what they're doing, If it persists I would make a UA report and provide valid evidence as well as the clip of me telling them to stop to show they knew they were doing wrong and still continued. A member of your faction / friend of yours has a ticket made against them accusing them of RDM’ing, and minging. You know that this person rarely does this when you play with him. Does it constitute possible bias?: Let another staff member take the ticket, If there's no other staff members online or the ticket is up for to long I would take the ticket going in with as little bias as possible. Obviously look through the evidence and get information from both parties. If the person did wrong and broke the rules they would be punished accordingly and get the same punishment anyone else would. I've proven myself on this when I had to ban the homie Jmoorsey after he had RDM'd someone by accident. Even if accidental it is a RDM. -------------------------------------------------

  5. Hi there. I just returned after a 3 year hiatus. The server definitely changed. There are forensics, more evidence stacked against criminals, and its easier for PD to convict criminals or catch them. Accessing bank accounts, IDing for something as petty and arbitary as a parking violation ect. And yet the only methods of money making for the most part are Oil, guns or a drug racket. And for a select few- selling donator clothes or cigars, or if you have a gambling license or an poker game. But yet, in the real world the Mafia really stayed away from drugs and they focused much more on white collar crimes. In the 1980s Michael Franzese was famous for his gas tax scam, making fake companies with fake names go bankrupt selling gas, using tax exemptions ect and collecting the cash meanwhile the federal government and gas corporations losing money and yet the end consumer buying cheaper gas. Lots of credit card frauds, or business fraud. As seen in sopranos Tony has that friend of his lose tons of money in a card game and the interest goes up to the point of the guy handing over his sporting goods store for leverage. The mob then starts maxing out their credit so the business declares bankruptcy. But tony gets fake/fraudulent plane tickets and other things under the guys name. I realize this example is complicated given how small the server is, but I would like this post to be an open forum for others with ideas of white collar crimes that dont involve drugs. But a way to fraud the State or City government from taxes with loopholes, or if there were contracted city roles like tow trucks or street cleaners that are run by mob controlled unions. Police request a tow of a vehicle, but if that person is high profile enough the union prevents the tow truck from towing a vehicle. Something like that. I know my ideas here are a bit scattered, but having an overhaul where Parking violations can have citizen or police call for a tow truck to impound a vehicle. The vehicle gets impounded, and the owner must go to city hall and pay a fine for the vehicle to be released. The longer they wait, the fine goes up each day. The city gets money from the player base, and then PD doesnt demand ID for parking violations because there is no criminal element. Its now only a civil matter. From an RP standpoint, players get a $$ figure amount for each vehicle they tow as a tow trucker driver. The cost of a tow is some sort of agreed upon fee between the leader of the tow truck faction and a union they are required to be a part of. The unions are run by the criminals, and the fee is split in half. Half of the tow fee goes to the truck driver, the other half goes to the union fund. The union uses this income to pay Union delegates ect. Or can be like Jimmy Hoffas teamsters Union Pension fund that was used to fund Las Vegas. Right now the server is too much Cops and Robbers. Either you are PD or a Government employee or you are a criminal. But having blue collar jobs like street cleaners, that are hired by the city, or by property owners to clean up garbage that can randomly spawn on a property or the street. Having tow truck drivers for the reasons explained. Union workers that represent Blue collar jobs. There should be a paramedic job as well and the union represents both EHS and PD. If the Union has control over a PD budget, now if they have a lower budget, there can be less PD members online at a given time. Bigger budget = more police ect. Then having a stock market, and having stock market broker jobs with a purpose of making money on behalf of all citizens. With an opportunity for stock manipulation and illegal stock market fraud. Like the stock market actually having an influence on what Oil will be priced at. And it can fluctuate. Sometimes prices will be low. Sometimes if you hold out they will be high.. I realize these are a lot of idea. Just trying to think outside the box of oil barrels and drugs for criminal money making methods.

  8. I stated my original ban for you would’ve been 6 hours. However you failed to understand why you was in the wrong and that was evident within the sit that took place. You continued to explain how you “had to do it” and you showed little to no remorse for your actions, you simply did not care, nor did you really take the situation seriously. It is clear you do not understand the rules surrounding RDM as you have previously had an incident regarding it. If you claim the other one was self defence and justified then why was you warned and noted by the previous staff member? Anyhow, I feel my actions in extending the time for your ban is justified and perhaps can give you even more time to read over the rules, in which you must do so to avoid further punishment/situations similar in the future.

  10. I propose that a Witness Protection Program be introduced. Yes, I know this is MafiaRP not PoliceRP, but upon re-watching some older mafia movies I saw an interesting trend that I think would also be fun in the server. People that escaped the mob, went into witness protection, but then get found out and now have to scramble after feeling like they got away from it all. Now, how would this work? Members of criminal factions can come to the police and, given proper reason or information (IE if they can ICly confirm they are going to be killed, they are trying to leave the faction, etc), then a high-ranking member of the police force or a detective can place them in witness protection. This would include removing them from their current faction, giving them a free name change (government subsidized), and if possible a change to unique identifiers like their SSN. Due to the amount of processing this would take, having this be restricted to only very good information or restricted to the very high ranking members of the PD would probably be best.

  12. People, of recent, have been using the theatre to stream movies and series actually - so its coming into some use and hopefully itll be sustained usage! But it would be good to have a few more vacant shops/stores to allow a couple factions to come on through as well as premises with more rooms (like the night club, a room above the sitdown like at the blue lobster). - I think adding more rooms to certain places would be good for current buildings with only 1 floor accessibility - Epansion of the dead end road block near casino - Would be nice to expand the map some what and have the road loop back to near the truck driving or cab driver NPCs and add some things onto the road there, Maybe a business/union district (since world corp is gone) or a field etc - Roof Top accessibility for most buildings - Rework of the alleys near ghetto, to allow entrance onto different alleys or hidden rooms or slums etc as currently they are dead ends that dont have much purpose/functionality - What about a functional train system like on the older maps of Mafia RP? - Wonddering if having a gym/leisure centre be a good place for property that has a pool people can RP and actually develop strength (or other abilities which can be capped) - which a faction can own of course. - Oh and some road checkpoints would be awesome with the ability to block roads during chases/operate tolls - which can be operated by NYPD only) - but even then checkpoints without functional road blocks is more than enough [the idea to have cops able to be stationed on certain parts of the road or tunnels that has a native map structure] - Maybe a Bullard/road block system for the entrance to the NYPD that can be operated. - Definitely some office space for official work without having to rely on ghettos or other business properties that could be rented etc.

  14. yunghayvo i literally joined and the dude that trained me told me to sell meth to people and sent me the drug economy and what to sell stuff for, I wasn't told about rules or doing anything that could endanger the family, I was told to pat people down and sell drugs to them
