Why was White-Collar denied?

I wanna know why the White-Collar Corp application was denied

The faction leader genuinely brought in great bits of RP and events into the city that anybody could participate in, whether its trucks transporting Oil which would prompt hijacking, or protests against the other already existing oil companies - these are just naming a few

On top of this Wiseman White-Collar’s application was very thorough and detailed, well written and concise with their vision of what kind of unique RP we could expect from them in the future

Not only this but they had overwhelming community support, so therefore I ask how come they never made it through? To me it seemed like a clear winner

The faction leader deleted his discord after getting removed from don of a criminal faction
