2 minute cooldown for each underground advert

This suggestion was attended to end the yapping in rumour or at least reduce the abuse used to argue through underground advert, instead of using rp rumours or adverts.

Are you just that slow or do you really not understand what rumours are used for? Have you not seen the cooldown on it yourself ?  
 Let me talk shit wherever I can. As long as it’s not OOC beef then why do you care so much? Disable the chat if it bothers you that much or don’t read it simple.
