Add a Craftable Tracker

To piggy back off of Yoon's recent post,

I have been thinking about this for a while. We need a craftable tracker item that can be mounted to OTHER PEOPLE'S vehicles, moveable crates, people, etc. Something that is not crafted by drugs like Gold and Silver. Instead, crafted by "stolen electronics that only New Yorker City Workers can harvest each time they repair a module around the City. A random drop of 1-3 of these, maybe base it off of experience?

This would incorporate the reliance on New York City Workers and create a new black market item -> "Stolen Electronics" which would be used to make "GPS Tracker.

The recipe could be available anywhere other than the Barge. And Could look like this:

GPS Tracker:
------------------
3x Silver Bar
15x Stolen Electronics

This would be useful in secretly stalking people, both detectives and criminals can find a multitude of reasoning to use it. It'd be a great item to have in the game, especially to hunt or PK someone.

Overall, I agree with Yoon, we need more advanced items to craft to supply a gameplay advantage to any who craft it.

I think this technically exists but is currently broken at the electronics store. I'd like to see it be used tho. Maybe not so expensive imo.
