A rather simple suggestion...

Make dash cam recordings extend beyond that of seven feet in front of the vehicle. We are in the 1990s, and there's no reason why hand-held cameras have a much higher range than professionally installed cameras on police vehicles. Plenty of dashcams in the 90s had recording range well over 30 feet.

If TSP had this kind of quality in 1990 there shouldn’t be an issue. 
NYPD didn’t roll out dash cams until the mid to late 90s but there’s Dodge Durangos and 2010s super cars driving around so who cares at this point.
