Shipments

Normally shipments are purchased and spawn at random locations across the map. We should have the ability to have shipments delivered to preset locations for a price. And/or have the ability to use the in-game phones to order shipments from npcs. Besides P2P trades, the phones aren't used much from what I've seen.

Maybe add a feature where you can pay a percentage, like an extra 15% cost to buy the shipment for it to arrive 15% sooner.
