It’s the 90s, so Don’t Ask Don’t Tell.

Openly gay members of any faction are open to PKs by that faction, but closeted members cannot be investigated for being gay.

This would have a unique and significant effect on the NYPD, but I’m sure other factions could enjoy it too.

We, at Kosher, once executed a man for being a Christian and refusing to hide it. I think the Don't Ask Don't Tell policy is good RP. Granted, Maybe giving more wiggle room to kill people under religious dogma associated with the faction, i.e. Orthodox Christian for Popov, Islam for muslim factions, 613 commandments for Jewish factions, etc. etc.
