Give cops access to the rooftops again

In taking away the ladder behind little italy, the only way to *get onto the rooftops* is now this:

This provides access to the railway, which you can use to get onto a number of public rooftops, that the police utilize for surveillance.

 

Right now, cops are unable to do that. Because this is a fire escape. If they go on the rooftops, they've implicitly broken the law. 

 

NOW, the EASIEST way to fix this is to just have the DOP designate this as public usage. Very simple, a small memo, legally protects officers, reboots a HUGE portion of cop RP (sitting on rooftops, spying.)

My suggestion is simple

Either:
1. Add a new ladder, public use
2. Have the DOP make the ruling.
