BAR ID's

Implement a system whereby BAR ID's reflect onto ID cards, similar to gun licenses.

Makes it quicker for officers to confirm lawyers have a valid BAR ID, rather than checking via the spreadsheet. But it is also quicker for lawyers, in the sense that it diminishes waiting times.
