Whitelist Perms - Faction Ranks

So with the faction rank update thing where Dons can give out perms for people to do hits and hiring, I would like to suggest that people with the Capo rank in the faction thing can distribute the WL perms to other people so that you're not always relying on the person with the Don rank to distribute WL perms.

+1 Makes sense. Eases the pressures and responsibility that currently stay with one person, especially since the old system prior was anyone being able to call an admin to whitelist.

The don can just make a support ticket with a list of char ids to give recruit perms too if he cant get on
