Police pay for their own gear and or supplement their gear and get paid bonuses and have payback/trade out programs etc in different precincts across the country. No, not all the gear is just issued to officers for free. Crazy, I know. At least they don’t pay for their vehicles and get gas cards/uniforms.

Think of it this way, the more the shit costs the more it promotes actually doing police work and selling drugs and other contraband you find on people rather than just running around hunting for pks or doing nothing as a cop.
