This is the only thing that can be taken from this suggestion. PD doesn't need more buffs, if you're bothered by the balance of the game look to nerf the other end of the stick (i.e how easy it is to make money illegally and such). You got people putting hours upon hours on the server, contributing in RP and trying to get a spot. Police have the ability to, and some do, minge all of that away with very little repercussions. Police stop you for anything, they will get your ID, god forbid you were carrying anything you shouldn't be carrying or you don't want to be identified. At the very least you're looking at either time or having to dispute BS, at the worst say bye bye to all those hours cause this cop with 4 days playtime felt like stopping you. TL;DR Crim factions have way more to lose compared to PD faction as is, no need to tip the balance further.

Like I've said in other posts I do agree that it needs to be balanced and not rapey. They'd a misconception that they're short and easy investigations, they're not. It's not based off of simple association it's being able to prove definitively that a group is both committing crimes and running a legal front to launder funds. Association is a part of that but it's not loose association it needs to be proven that everyone involved is actually a part of the criminal activity. It's further than "they all wear the same color bandanas and hang out at the same bar" but more "they all either deal drugs, arrange drug deals, or collect money from drug deals all together".

Pretty much if you can prove beyond a reasonable doubt where the money is going and prove that it's dirty money then yeah. I would then pull in the accused if its proven to be RDM. I would check their notes, and if they had prior RDM notes that are recent within a month or so I would punish that player for RDM. I would document in detail the violations of the staff member and compile a list of videos, screenshots, testimonies and so forth. First time i ever agree with this guy, the whole idea of rico is being able to charge people who have not committed crimes for being affiliated... which we all pretty much are, the opportunity for power/metagame is just so great that it would be silly to bring it back in any light. Detectives have the power to take factions down that do silly things and have done so before, facilitating their jobs is kinda silly.

I like the idea of RICO in theory but as others have stated, I don't think it really works in practice. The only way I can really see it working, without it being massively OP would be to have FBI (or just a branch of the PD) that are for creating task forces which attempt to get IC information to establish the hierarchy of the mob they're tasked to, so that the information can be used in court cases. Implementing an entire RICO system would kill the mafia RP. Do agree that factions have gotten really safe in terms of big crackdowns from PD. When I was running my faction, I always played in a 'actions have consequences' and would often RP that the police could wipe out the whole faction, even if they realistically couldn't. TLDR: More factions and PD need to RP.
