Remove being restrained stopping you from char switching when in the pen faction

I dont wanna constantly make tickets to be char kicked or re join the server everytime I wanna hop off a char that is either serving a sentence or going trough a court case. I think a way to do this is just by letting anyone in the pen faction switch chars freely while cuffed/restrained.

I mean if you swap characters, after the mugging is already done.. then I don't think thats a issue. And if you do it while it beings done. You should just get PK'd for breaking fear-rp. since your basically forfetting your life by switching to another char.
