Character spawns restrained after being released from the Penitentiary

I was removed from the Penitentiary today after a police officer forgot to complete the processing of my criminal complaint.

When the staff removed me from the faction, I spawned at Town Hall with no visible issues or bugs. However, when I logged back into the character, I was restrained.

The current fix is to have a police officer remove the handcuffs. I haven’t tried using a lockpick.
