Make GM a non-staff position

I know I and at least a few others would be interested in being GMs and doing occasional mini events but aren't interested in being staff. The obvious main advantage to this is more roleplay in a city pretty much devoid of (good) roleplay currently.  

Literally just make it so GMs do not need to be staff to be GM and then more creative and impromptu roleplay events can take place.
