revert the 5 minute recruitment cooldown

the change had 0 input from players that actually recruit and it’s out of touch with how the game is currently played

instead apply the 5 minute cooldown to mutual introductions

people like ix crazy abuse the mechanic and do it on people like new players with no roleplay behind it just to bait names 

 

also if enough people do it it’ll cover your screen
