fix car despawning when going to barge

cant even swim to barge and back without ur car despawning this is a problem needs to be fixed.

also got another suggestion opened here for same type of shit so we can get a pop up notification or something before or car about to despawn.

Removing the ability for shipments to spawn at barge would help
