Perm client side slider

Aka I turn this slider down and every single thing producing music on the server for only me gets turned down, basically lets people mute their in game music if they wanted. Tired of people's music from next door blasting overtop of mine. This would work wonders if it would save when you leave too.

Music is already auto reduced through walls now per last changelog.

Also a global client slider for music would also turn down your music. They'd be at the same volume.
