Lower Gun Cooldowns (Slightly)

So, in the city gun rackets are essential. However, guns are on a one hour cooldown. This leads to an issue for times where there are not many people on in your faction and you get stacked up with 6-8 orders and 3 of them are for the same gun. You can't fill the other 2 orders unless you were to stock up on weapons prior and hope that they want that specific gun. I would like to propose gun cooldowns be reduced to 30 minutes from one hour to help fill orders quicker.

-1 guns should take decent amount of time to buy between shipments. if the person is buying more than 1 shipment of the same gun they should expect a little wait time.

I would say an hour for class 3's, 55 for class 2's, 50 for class 1's wouldnt be crazy

I'd settle for 15%-20%, but it doesn't hurt to ask
