Gotcha, its just a bit confusing legality wise, its illegal to possess attachments without an attachment stamp/be a felon, but the gateway (buying from the NPC) is accessible to everyone. I think it causes unnecessary law breaking for those who are new/don't know the law. 

"Well how am I supposed to know, the NPC let me buy it!"
