Reason for blacklist (if given): For minging and dropping a prop on a cop 

Why should it be returned?: I made an appeal June 10th and it was denied, I've learned a lot since then, I been playing a lot more and taking the rp, I'd love to be able to place dupes again, and I promise not to prop abuse, I would love to be able to have my pet flags back and I do understand what I did to lose them is very wrong.
