Make name changes an NPC like the firearm license NPC, these inactive judges don’t even look at tickets. Several people have waited weeks for it.

No, judges need to manually deny stupid retarded names. At most it would be a system that judges can directly interface ingame to eliminate the need to call staff but that's pretty low priority.
