In addition to the /911 command you can now dial 911 which will ring a phone at the PD.

Why do we need this in diverge?

Those that get stuck with desk duty in PD now have to act as a 911 operator that will answer 911 calls and direct units to the call. The /911 command has no roleplay to it and being able to actually call the cops and speak to an officer would be really funny.
