approach 1, legal rp. stricter gun laws, nothing can be open carried (back, or in hands), make current concealed weapons show on the waistline or something.

approach 2, stupid, but add heavier escalation rules, current it goes as follows, ur mad at me, i punch you, you hit me with your gun, i shoot you dead bam. could make it something like fists can only be retaliated with the bud of your gun (and nerf the damage a fuck ton) or melee weapons

 

not my idea though and i came up with this out of my liquid asshole juice

clown vs mime war is this way, we try our best to only use melee or fist fights, brawls are more fun that way rather than one guy with an automatic gun just spraying down a crowd

i should've clarified more but I'm to lazy. basically what anzati said. I'm basically saying that simple violence like ex. someone punching you, shouldn't instantly result in you whipping out an Ak-47, and spraying them down on the sidewalk it should result in a brawl and firearms should only be used in serious situations like your getting robbed, you gotta kill someone, shooting up places, etc.

mannn a melee weapon like 150 and under a gun shipment is maybe around 10k sometimes singles are 8k each depending on which gun but the most important part here is, that guns are expensive so niggas gon use them bitches, they aint pay 10k+ for just chillin
