Civs/Crims Finger print kits

I think civs and crims should be able to use fingerprint kits.

It’d be useful for figuring out who’s stashing illegal stuff in legit businesses, it would actually punish faction members that are stupid. Plus if your faction member gets killed, you could use it to track down who did it, which would make Pk way more interesting.
