Check Wait time

I'ma be real gang the check system is dope, but the wait time after producing a fraudulent check is awful. Why is there a 20-minute timer on a system that gives 200 dollars. Make it 5 minutes or something manageable. I shouldn't have to wait a whole Shipment cycle to make 217 dollars off student loans.

better yet, allow us to go to the other NPC's with our checks, and keep the timer the same. If one doesn't like us then it doesn't mean the NPC hivemind automatically knows who we are.

I still intend to adjust the CDs but the basic principle/reason is balance, it also depends on how many cops are online since if zero cops are on it mitigates all risk to the function. The checks aren't meant to be crazy profit or anything to begin with, generally the concept was to allow some early intro to crime for new players. Say you hire a new guy into your criminal faction and don't want him instantly processing your racket drug or buying weapons you task him on Check's first to get a sense for crime, criminality and law enforcement evasion.

I made a suggestion to maybe implement something similar to how you can lockpick lockers if enough faction members are on but for PD and the check system.
