I get where you’re coming from, and I agree that the racket events are one of the most active and exciting events we get all year. But I honestly think part of what made it so intense and fun was the actual risk involved, like getting a felony and/or getting a pk. It forced factions to plan smarter and actually think through their hits instead of just treating it like a 3 day free-for-all.
There also wasn't an insane number of cops on, and those who were out were being pretty tame because they would typically have to confront people in large groups (I watched several just outright get smoked). Deacon on the roof was a bit much, but it did make it more fun. It added another layer to account for, such as sightlines, which drove engagement from those participating.
Can certainly see some areas where more structure is needed, though.
TDLR: Risks made it more fun, but there is always room for improvement.
