Why should you be unPK'd? What server rule or PK rule was violated?:
It is considered Meta for Police to attempt to arrest people for talking to black-market/illegal NPCs. Police do not "have knowledge" the NPC buys drugs and it's not a reason to detain or arrest users approaching it. (Camping the NPC).
I would argue the same would apply to the hardware store and stolen checks. You can clearly see him camping the NPC.
