When your just a criminal you bring no risk to anyone else and you commit crimes while only considering the money your going to gain. Crime families are organisations that thrive on not being raped by the police. Crime families commit ORGANIZED CRIME, where it is approved by the heads of the family and is with a direct intent of bettering the family. Also new associates or recruits don't know who works where so the rule of not mugging or fucking with other people is to prevent them from mugging or causing trouble with another faction/family. (Also there is server rules in place that prevent you from being PK'd from a faction for any minor arrests etc)

You've been here a day pal, there was a crew meeting that you didn't attend a couple hours ago not that it has anything to do with this. One of my guys was told by an officer that you brandished a weapon, could have lied I guess but all my points still stand. This is my first PK in nearly 2 years lad, not PK hungry.

Hello, I requested this PK order. The reasons I decided to do so are as follows. Firstly was the incident with you getting chased by the police and then running through our shopfront with the police following you through. This puts the faction and the property in danger from warrants, seizures or police investigations. In doing this, One of our Capo's was then asked to be a witness in your case which in turn could get him in serious trouble. Upon completing your sentence my Capo tried to speak to you regarding this incident and how it breached our rules within our faction to which you continuously blew him off and avoided him. The second instance was you pulling out a firearm right infront of police officers without having a proper license for that weapon. You then again ran away from the cops resulting in you getting chased, arrested and charged with a felony. This erratic behaviour, complete disregard of our faction rules and the immense amount of risk/danger that you put my Capo and property in is the reason you were PK'd. Also @Abbesh, Brummy is an associate so his words to you of "its fine it happens" mean absolutely nothing.
