I'll just cover the detective/operative stuff. Detectives are always running surveillance, recording basically every move of any faction they are investigating but since RICO Act & Racketeering were removed/aren't recognized law within the city it takes 10x as long to finally put a faction down. Operatives are the SWAT of the server but if they responded to every shots fired call they would be conducting 500 raids a day and the NYPD would be getting sued every day because every faction goes from "you cant enter my property even though I shot some nigga on my front door step" then goes to court just to waste the DA's time even though they are completely in the wrong. All imma say is just remember its a game.

You are still not elaborating what you are doing for role-play besides “being caught up in the moment” and like I said before I’m not saying that it’s money printing you will still have risk. There will still be interaction between players to actually get the fucking money it’s not just gonna be sit in a fucking room for 80 hours a week just printing off money and then it just immediately gets into your pocket. You are still going to have to go outside trade with NPC‘s or players get actual money or have like a dirty/clean money system. and let’s be Frank the server only has four rackets in total drugs, guns, oil, and stolen checks because I don’t see people that go around and get “protection money “or any other of the actual real racketeering offenses on the server besides all the stuff I already listed. I’m also a gov main so I don’t know where you’re getting this notion of competition or anything like that. I literally have no interest in being in any criminal faction.

I don't see you doing much for improving roleplay let alone creating roleplay, like what do you do exactly? run a business, or grind bricks for the don. 90% of your RP is beating/shooting white shirts to keep them off the property. Enlighten me on what you do for roleplay.

With the check system now being in play in my opinion there should be a counterfeiting system. Buy a printing press from hardware, get ink from the illegal vendor, and buy the "currency paper" from faction vendor. Try to pass it off to a NPC vendor for cash back or to break the money into small bills. Add a mini game into it so there can be space for error so 911 can be called for the risk.
